Position Overview
The Pennsylvania Turnpike Commission is seeking an experienced Journi Integration Developer to design, develop, deploy, and support enterprise integration solutions using Microsoft .NET, C#, Azure cloud technologies, middleware, and document management systems.

The consultant will support the Journi tolling initiative by integrating SAP, Microsoft Dynamics 365 CRM, Azure cloud services, IVR systems, payment gateways, backend databases, traffic management systems, and other external platforms. The role requires strong integration development expertise, system troubleshooting, performance optimization, and technical documentation skills.

Required Skills
  • 8+ years of experience as a developer or in a similar role involving Azure cloud solutions, IVR systems, and external system integrations, specifically in tolling projects.
  • Strong understanding of Microsoft Azure government and commercial cloud platforms, including IaaS, PaaS, and SaaS.
  • Experience designing and implementing integrations with external systems in tolling environments, such as toll collection and traffic management systems.
  • Bachelor's degree in Computer Science, Engineering, or a related field; a master's degree is preferred.
  • Strong experience with Microsoft .NET, C#, and Azure integration technologies.
Preferred Skills
  • 10+ years of experience developing complex integrations across SAP, Microsoft Dynamics 365 CRM, and Microsoft Azure cloud environments.
  • Prior experience with Pennsylvania Turnpike tolling solutions.
  • Experience with .NET 8+ or supported .NET LTS versions and ASP.NET Core Web API.
  • Development of RESTful APIs, microservices, middleware components, and reusable integration frameworks.
  • Azure Functions using HTTP, Service Bus, timer, and blob triggers.
  • Hands-on experience with Azure Service Bus queues, topics, subscriptions, sessions, and dead-letter queues.
  • JSON/XML payload transformations, validation, and data mapping.
  • Secure REST API design, clean coding principles, SOLID design patterns, and secure coding practices.
  • Experience designing, developing, and optimizing IVR systems, preferably in tolling or similar customer-facing environments.
  • Knowledge of tolling industry standards, regulations, and best practices.
Key Responsibilities
  • Design, develop, deploy, and support enterprise integrations using C#, .NET, Azure, middleware, and document storage/retrieval solutions.
  • Analyze system components, integration models, and high-volume processing requirements.
  • Identify opportunities to improve data flows, reduce unnecessary data replication, and optimize system performance.
  • Build complex integrations among SAP, Microsoft Dynamics 365 CRM, Azure cloud services, IVR systems, and external platforms.
  • Design and optimize IVR workflows to improve tolling customer interactions and operational efficiency.
  • Develop REST APIs, microservices, Azure Functions, and reusable integration components.
  • Implement secure integrations and JSON/XML data transformations.
  • Prepare technical and functional designs, diagrams, test plans, test scripts, impact analyses, and troubleshooting documentation.
  • Follow Commission standards, policies, procedures, and technical guidelines.
Important Notes

  • Work arrangement: Remote, with onsite attendance in Middletown, PA for approximately one week per month, as scheduled by the Commission.
  • Additional onsite attendance may be required for interviews, stakeholder sessions, implementations, system issues, and post-go-live support.
  • Post-go-live support may involve rotating onsite assignments lasting one to two weeks during the planned six-month support period after Journi goes live.
  • Candidates must attend a full-day onsite orientation and collect their equipment in person. Equipment will not be shipped, and orientation/equipment-pickup travel is not reimbursed.
  • Candidates within a three-hour commute must be available for onsite travel without additional travel compensation.
  • Pennsylvania ePATCH and National Criminal Background Checks are required.
  • An NDA and required onboarding agreements must be completed where applicable.
  • Equipment must be returned within two weeks after offboarding.
  • Interview policy: Initial interviews will be conducted via Microsoft Teams. Candidates must keep their camera on, participate independently without AI tools or outside assistance, and use only the laptop's built-in camera, screen, speakers, and microphone. Additional in-person interviews may be required; interview travel expenses are not reimbursed.
  • The Commission may require compliance with additional IT standards and prior approval for overtime.
